Hon. Elisha Jack Oraro

Speaker, County Assembly of Kisumu

Hon. Elisha Jack Oraro is the Speaker of the County Assembly of Kisumu. Until December 2019, he was the Member of County Assembly representing Kisumu North Ward in Kisumu West Sub-County, Kisumu County.

Hon. Speaker is the head of the Assembly and Chairperson of the Kisumu County Assembly Service Board. He is also the chairperson of the House Business Committee, Powers and Privileges Committee, Appointment Committee, General Oversight Committee and the Speaker’s Panel.

Hon. Elisha Jack Oraro’s training and professional work experience in the past 10 years is relevant for developing, managing and nurturing strategic plans an enhancing sustainable development.

The Hon. Speaker is currently pursuing a PhD in Project Design, Planning and Management at the University of Nairobi. He holds a Master’s degree in Project planning and Management (UON) and a BSc. In Water and Environmental Engineering.

Before getting into politics he was the County Resident Monitor-Kisumu and Siaya Counties at Water Sector Trust Fund (WSTF). Previously, he served as the Program Manager GoK/UNICEF WASH program and Coordinator for National Rain Water Harvesting Program providing technical support and management to all projects under the program in 10 Counties at Lake Victoria South Water Works Development Agency formerly Lake Victoria South Water Service Board (LVSWSB), He is a Former Manager of Water and Sanitation at Kenya Red Cross Society. Earlier, he was the Program Manager at Rural Water and Sanitation Organization (WATERSAN)

These coupled with the training and experience in result based Monitoring and Evaluation, Communication for Development (C4D), Participatory Rural Appraisal (PRA), Participatory Hygiene and Sanitation Transformation (PHAST) and Participatory Learning Appraisals (PLA) including Environmental Impact Assessment and Audits (EIAs/EAs) are relevant to the needs of the institution.

His dexterity with ICT is excellent and he possesses both on course and hands on experience in various computer programmes relevant in both programs and team management with excellent team synergy enhancement.
