The County Assembly of Kisumu has now established an Ad Hoc Committee to look into the dwindling own-source revenue in Kisumu County.

Fearing the significant implications of low revenue collections on the county’s development agenda, the Committee is mandated to establish why the County cannot realize its own-source revenue targets and recommend to the House necessary actions to change the state of affairs.

In the FY 2025/ 2026, for instance, Kisumu County collected Ksh2.4 billion against a revenue target of Ksh3.6 billion.

In contrast, Kiambu County, for example, collected Ksh5.4 billion in own-source revenue during the same period.

” We have benchmarked with Kiambu County and our observation is that we need to be deliberate on revenue administration as a County and seal all the leakages,” said Hon. James Omollo, who is a member of the Committee.

Deputy Leader of Majority Hon. Lumumba Owade who is the Chairperson of the Ad Hoc Committee says the team is ready to go all lengths to improve the situation.

“If not addressed, this trend may widen development gaps, increase public dissatisfaction, and constrain the County’s overall economic potential,” he observed.

“It is imperative for the County leadership to strengthen revenue collection systems, seal leakages, broaden the local revenue base, and enhance transparency and accountability to restore financial stability and support sustainable development,” says Hon. Millicent Omuya who is the Vice Chairperson of the Committee.

Failure to meet the on-source revenue targets limits the County’s fiscal autonomy, increasing reliance on external transfers that may be delayed, conditional, or insufficient, hence impeding key development initiatives.

Moreover, it undermines the County’s capacity to invest in long-term growth, discourage private sector confidence, and weaken service delivery to the residents.

The Ad Hoc Committee has 60 days to report its findings to the House.
