VISIT BY BARINGO COUNTY ASSEMBLY SERVICE BOARD

Members of Baringo County Assembly Service Board led by Baringo County Assembly Speaker Hon. Vincent Kemboi( Chairperson) today visited to benchmark with the County Assembly of Kisumu on key operational and administrative issues.The officials held a discussion with Kisumu County Assembly Service Board chaired by the Speaker Hon. Elisha Oraro, Clerk Mr. Owen Ojuok(Secretary) and a section of staff on the administration of car loan and mortgage, the construction of Kisumu ultra-modern Assembly and the overal Assembly fiscal management system.The visitors hailed the Kisumu Assembly leadership for the milestones made in legislation, representation and oversight as well as on the effort to create an enabling environment for the Assembly to realise its mandate through the ongoing construction of the ultra-modern Assembly and construction of the Speaker’s official residence.Hon. Oraro and Mr. Ojuok thanked Baringo County Assembly Service Board for having chosen to benchmark with Kisumu County Assembly.

A delegation from the County Government of Narok comprising the Assembly’s Committee of Housing, Urban Development and Physical Planning and the line Department from the Executive today visited the Assembly for a brief exchange programme.The team that was led by Narok County Executive Committee Member for Housing, Urban Development and Physical Planning Hon. Vivian Sereti were received by the Speaker of the Assembly Hon. Elisha Oraro, Clerk Mr. Owen Ojuok among other County Assembly officials.The delegation is in Kisumu City to benchmark on transport and bus terminus operations.

ONGOING PUBLIC PARTICIPATION ON KISUMU FINANCE BILL, 2022

Hundreds of Kisumu residents have today turned up to give their views on the Kisumu Finance Bill, 2022 at the public participation exercise being conducted by the County Assembly of Kisumu in all the seven sub counties. In Kisumu Central Sub County, the exercise is being conducted at Mama Grace Onyango Social Hall. Ward Representatives from the sub county, opinion leaders, traders, civil society groups and other stakeholders are having an interactive engagement on the planned county revenue raising measures.We thank all stakeholders who have turned up for the exercise and undertake that their proposals will be incorporated in the report by the Public and Appropriations Committee for consideration by the House.

DELIBERATION ON THE 3RD GENERATION KISUMU COUNTY INTEGRATED DEVELOPMENT PLAN (CIDP)

Kisumu County Assembly key Sectoral Committee Chairpersons have today attended a workshop on the 3rd Generation Kisumu County Integrated Development Plan(CIDP) at Noble Hotel, Eldoret.The conference that has been convened by UNICEF in partnership with the County Government of Kisumu brought together various stakeholders including the County Assembly, the Executive, the National Treasury, the Council of Governors and UNICEF officials.Kisumu County Assembly Speaker Hon. Elisha Oraro officially opened the five days workshop which seeks to review the implementation of the 2nd Generation CIDP as a pointer to the evidence based focus in the development of the CIDP III.

KISUMU COUNTY ASSEMBLY CLERK MR. OWEN OJUOK ELECTED SECRETARY GENERAL OF LAKE VICTORIA REGION LOCAL AUTHORITIES COOPERATION

Kisumu County Assembly Clerk Mr. Owen Ojuok has been elected Secretary General of Lake Victoria Region Local Authorities Cooperation (LVRLAC), Kenyan Chapter. Mr. Owen now joins the Executive Committee of the Kenyan Chapter alongside Leader of Majority of Homa Bay County Assembly Hon. Richard Ogindo(Chairperson) and other leaders. The swearing in of the elected members of the Executive Committee shall take place in January, 2023 in Arusha, Tanzania. Other Members of Kisumu County Assembly who also bagged positions during the election held in a Kisumu Hotel yesterday included Hon Alice Wajewa (Mobilizer for Kisumu/ Siaya Counties) and Hon Seth Okumu (Chair, Standing Committee on Production and Economic Development). LVRLAC was founded in 1997 by major Cities and Municipalities within Lake Vitoria sub-region, with an overall objective of mobilizing and facilitating member local Authorities in Lake Victoria basin and its catchment area to work towards a coordinated and sustained utilization of Lake Victoria Resource and its ecosystem.Speaking shortly after his election, Mr. Owen said he would work closely with officials from the Kenyan Chapter and the Regional Chapters to help the body achieve its objectives.“We will accomplish our strategic goals through active engagement with our communities and partners to protect our Lake and the general environment from avoidable activities that threaten our existence,” he stated.

The House has today Thursday 1st December, 2022 approved the report of the Appointment Committee on vetting of proposed nominees to the position of County Executive Committee Members (CECMs).

The CECM nominees approved by the House include;

HOUSE APPROVES TWO EXTERNAL BOARD MEMBERS OF KISUMU COUNTY ASSEMBLY SERVICE BOARD

The House has today Thursday 1st December, 2022 approved a report of the County Assembly Service Board on the appointment of External Members of Kisumu County Assembly Service Board. Mrs. Janet Opiata Odingo and Mr. Noel Otieno Olweny were approved by the House after being recommended by the County Assembly Service Board, chaired by the Speaker Hon. Elisha Oraro. The duo emerged top in an interview among other shortlisted candidates who included Mr. Charles Ndiege Akach, Mr. Roy Samo, Mrs. Janet Opiata Odingo, Mrs. Grace Jowi Jobita, Mr. Rosemary Aluoch Okello, Mr. Ismael Noo Onyango, Mrs. Monica A. Ogada and Mr. Joseph Edison Ochwanda. Prof. Philip Oduor Owino who had been shortlisted did not turn up for interviews.The Board is entrusted with the overall management and leadership of the County Assembly to ensure the goals and objectives of the Assembly are achieved.

Assembly passes a motion to petition the National Assembly on Ward Development Fund

The County Assembly of Kisumu has today Wednesday 30th November, 2022 adopted a motion to petition the National Assembly individually and collectively as the County Assemblies Forum (CAF) to incorporate the County Wards Equitable Development Fund in the proposed Constitutional Amendment Bill currently before the National Assembly.Contributing on the motion which was moved by Muhoroni/Koru MCA Vitalis Komudho and seconded by West Nyakach MCA Hon. James Omolo, the Members observed that the Ward Fund would spur development and improve oversight at the ward level.“There are many devolved functions which are not doing well at the ward level due to lack of adequate funds. This Fund will help to support these devolved functions and bring development in our wards,” observed Kolwa East MCA Hon. Reuben Rakwach.“The pressure we are having at the wards which are the lowest units of development is too much. We cannot devolve functions but do not devolve resources,” noted East Seme MCA Hon. Seth Okumu.The Ward Representatives thanked MPs Hon. Stephen Mule and Hon. Gichimu Githinji for sponsoring the legislative proposal in the National Assembly to amend Article 204 of the Constitution of Kenya through a parliamentary initiative in order to entrench the Funds in the Constitution.
