Kisumu County Assembly Speaker Hon. Elisha Oraro has today rallied Hon. Members of the County Assembly to double their effort on service delivery for the Assembly to realize its mandate of legislation, representation and oversight.He emphasized on peaceful coexistence as he urged the MCAs to focus on issues that unite the House.“I believe that you are now more rejuvenated and ready to face the huge task ahead of you in this second session in a more comprehensive and engaging manner. “We have now come of age. We have reached the norming stage so that we can effective perform. Let us not go back to the storming stage,” he reiterated.The Speaker also thanked various House Committees which turned up for various assignments during the break that started on December 2nd, 2022 and challenged Members to continue putting the Executive into check.“We applaud your commitment and we know that your committee reports for all the activities undertaken during the recess period are ready and shall find their way in the floor of this House,” he stated. “I encourage members to enhance their oversight antennae and continue submitting motions and statement requests even as they push through with their representation duties,” he added.

HEALTH COMMITTEE STUDY TOUR AT KENYATTA NATIONAL HOSPITAL

In a bid to improve Emergency and Disaster responses within Kisumu County hospitals, the Assembly’s Committee of Health, Housing and Sanitation visited Kenyatta National Hospital to borrow some best practices.The Committee chaired by North West Kisumu Ward Representative Hon. Vincent Jagongo toured Emergency and Disaster units and held discussions with the management of the facility on disaster and emergency responses.The Committee shall compile a report on its study tour and recommend to the Executive necessary measures to improve emergency and disaster responses in county’s health facilities.

Kisumu County has in the recent past been hit with cases of maternal and neonatal deaths. It is against this backdrop that Kisumu County Assembly’s Committee of Health and Sanitation visited Mama Lucy Kibaki Hospital to benchmark on how to improve efficiency at Kisumu County Hospitals.The Committee which was received by the facility’s Medical Superitendent Dr. Emma Mutio visited the maternity and newborn units.

Members of Baringo County Assembly Service Board led by Baringo County Assembly Speaker Hon. Vincent Kemboi( Chairperson) today visited to benchmark with the County Assembly of Kisumu on key operational and administrative issues.The officials held a discussion with Kisumu County Assembly Service Board chaired by the Speaker Hon. Elisha Oraro, Clerk Mr. Owen Ojuok(Secretary) and a section of staff on the administration of car loan and mortgage, the construction of Kisumu ultra-modern Assembly and the overal Assembly fiscal management system.The visitors hailed the Kisumu Assembly leadership for the milestones made in legislation, representation and oversight as well as on the effort to create an enabling environment for the Assembly to realise its mandate through the ongoing construction of the ultra-modern Assembly and construction of the Speaker’s official residence.Hon. Oraro and Mr. Ojuok thanked Baringo County Assembly Service Board for having chosen to benchmark with Kisumu County Assembly.

Vivian Sereti were received by the Speaker of the Assembly Hon. Elisha Oraro, Clerk Mr. Owen Ojuok among other County Assembly officials.The delegation is in Kisumu City to benchmark on transport and bus terminus operations.

ONGOING PUBLIC PARTICIPATION ON KISUMU FINANCE BILL, 2022

Hundreds of Kisumu residents have today turned up to give their views on the Kisumu Finance Bill, 2022 at the public participation exercise being conducted by the County Assembly of Kisumu in all the seven sub counties. In Kisumu Central Sub County, the exercise is being conducted at Mama Grace Onyango Social Hall. Ward Representatives from the sub county, opinion leaders, traders, civil society groups and other stakeholders are having an interactive engagement on the planned county revenue raising measures.We thank all stakeholders who have turned up for the exercise and undertake that their proposals will be incorporated in the report by the Public and Appropriations Committee for consideration by the House.

Kisumu County Assembly key Sectoral Committee Chairpersons have today attended a workshop on the 3rd Generation Kisumu County Integrated Development Plan(CIDP) at Noble Hotel, Eldoret.The conference that has been convened by UNICEF in partnership with the County Government of Kisumu brought together various stakeholders including the County Assembly, the Executive, the National Treasury, the Council of Governors and UNICEF officials.Kisumu County Assembly Speaker Hon. Elisha Oraro officially opened the five days workshop which seeks to review the implementation of the 2nd Generation CIDP as a pointer to the evidence based focus in the development of the CIDP III.

KISUMU COUNTY ASSEMBLY CLERK MR. OWEN OJUOK ELECTED SECRETARY GENERAL OF LAKE VICTORIA REGION LOCAL AUTHORITIES COOPERATION

Kisumu County Assembly Clerk Mr. Owen Ojuok has been elected Secretary General of Lake Victoria Region Local Authorities Cooperation (LVRLAC), Kenyan Chapter. Mr. Owen now joins the Executive Committee of the Kenyan Chapter alongside Leader of Majority of Homa Bay County Assembly Hon. Richard Ogindo(Chairperson) and other leaders. The swearing in of the elected members of the Executive Committee shall take place in January, 2023 in Arusha, Tanzania. Other Members of Kisumu County Assembly who also bagged positions during the election held in a Kisumu Hotel yesterday included Hon Alice Wajewa (Mobilizer for Kisumu/ Siaya Counties) and Hon Seth Okumu (Chair, Standing Committee on Production and Economic Development). LVRLAC was founded in 1997 by major Cities and Municipalities within Lake Vitoria sub-region, with an overall objective of mobilizing and facilitating member local Authorities in Lake Victoria basin and its catchment area to work towards a coordinated and sustained utilization of Lake Victoria Resource and its ecosystem.Speaking shortly after his election, Mr. Owen said he would work closely with officials from the Kenyan Chapter and the Regional Chapters to help the body achieve its objectives.“We will accomplish our strategic goals through active engagement with our communities and partners to protect our Lake and the general environment from avoidable activities that threaten our existence,” he stated.
