KISUMU COUNTY ASSEMBLY APPROVES COUNTY BUDGET ESTIMATES FY 2023/2024

Kisumu County Assembly has approved the County Budget Estimates for the Financial Year 2023/2024.

The House, during a special sitting today Friday 30th June, 2023 adopted the Budget and Appropriations Committee report on the proposed budget estimates and the Kisumu County Appropriations Bill 2023 tabled and moved by the Committee Chairperson and Kondele Ward Representative Hon. Joachim Oketch.

In the approved budget estimates, the resource envelop available for allocation among the county sectors comprises of an opening balance of Kshs. 1,200,625 819; equitable share of the national revenue amounting to KES. 8,352,556,635; Conditional Grants amounting to KES. 866,176,577 and Own Source Revenue projected at KES. 1,785,834,036.

In the Kshs. 12,338,710,363 budget, Ksh. 4,432,549,165 has been allocated for development expenditure and Ksh. 7,906,161,198 for recurrent expenditure.

Additionally, Ksh1 billion has been allocated towards pending bills.

The budget focuses on revitalization of agriculture for food security and agribusiness; ensuring a healthy population living in a clean environment; environmental conservation as well as opening the Kisumu lakefront for business opportunities among other development programmes.

It also concentrates on promoting development of local private sector and spur economic growth by prioritizing clearing the burden of the pending bills.
In agriculture, the County Government has prioritized crop, livestock and fisheries productivity and outputs and promotion of agribusiness; promotion of value addition and post- harvest handling infrastructure development.

In health, operationalization of the Jaramogi Oginga Odinga Teaching and Referral Hospital Cancer Center to avail the much needed oncology services to the people of Kisumu County and expansion of Kisumu County Social Health Insurance Schemes for indigents and the vulnerable populations.

Moreover, the implementation of the County Roads Maintenance Teams is provided for in this budget as the government shifts focus to labor- intensive maintenance of roads away from the contractor- based maintenance activities.

In the department of Water, Environment and Natural Resources plans to construct waste re-cycling plant at Kasese and rehabilitation and extension of water to various areas.

Addressing the press shortly after approval of the budget estimates, Speaker Hon. Elisha Oraro urged the County leadership to ensure implementation of all programmes as outlined in the Budget for the benefit of the people of Kisumu.

At the same time, he urged Hon. Members of the County Assembly through House Sectoral Committees to step up their oversight role to ensure proper accountability and enhanced service delivery.

BUDGET AND APPROPRIATIONS COMMITTEE TO TABLE REPORT ON CIDP, ADP AFTER EXTENSIVE STAKEHOLDER ENGAGEMENT

Kisumu County Assembly Budget and Appropriations Committee yesterday met to deliberate on and adopt the Committee report on the Kisumu County Integrated Development Plan (2023 -2027) and the Kisumu County Annual Development Plan (2023/2024).

This came after public participation and extensive stakeholder engagements with various groups such as Kisumu County Executive Committee Members and their senior technical officers, civil society organisations and other stakeholders on the two critical documents.

The committtee chaired by Kondele MCA Hon. Joachim Oketch has incorporated the views received during these stakeholder engagement forums as well as memoranda received from the public in the report which is set to be tabled in the House today Tuesday 20th June, 2023 at 2.30 p.m.

ASSEMBLY SET TO PARTNER WITH CIVIL SOCIETY ORGANIZATION TO ENHANCE PUBLIC PARTICIPATION, CIVIC EDUCATION

Kisumu County Assembly is keen to work with civil society organizations to enhance public participation in policy formulation and in the county development programs and processes.

The Assembly’s Budget and Appropriations Committee yesterday held a consultative workshop with Kisumu County Development Trust (KCDT) in a bid to forge a partnership that will build a robust public participation mechanisms through improved civic education and citizen engagement.

This will ensure that residents – from the village level- are part and parcel of the decisions, activities and programs of the Assembly for effective realization of Assembly’s mandate of legislation, representation and oversight.

Kisumu County Executive Committee Members, accompanied by their senior technical officers yesterday appeared before respective House Sectoral Committees to review the performance of the previous budget ( FY 2022/2023) and defend the county strategic priorities, programmes and projects in the proposed Departmental Budget Estimates FY 2023/2024.

Key issues discussed included measures to address the pending bills, absorption rate by various Departments and revenue raising measures by departments to finance the proposed budget estimates.

HOUSE BUDGET COMMITTEE MEETS DEPARTMENT OF FINANCE TO DISCUSS KISUMU COUNTY PROPOSED BUDGET ESTIMATES FY 2023/2024.

Kisumu County Executive Committee Member in charge of Finance, Economic Planning and ICT Services Mr. George Okong’o, accompanied by his senior technical officers today met the House Budget and Appropriations Committee to discuss the County budget estimates FY2023/2024.

The meeting discussed key budget highlights and addressed concerns raised during the recent public participation conducted by the County Assembly on the budget estimates.

Mr. Okong’o appraised the Committee chaired by Kondele Ward Representative Hon. Joachim Oketch on the progress the County Government has made to address the issue of pending bills as Hon. Members led by the Speaker Hon. Elisha Oraro maintained there was need to put more effort to address the thorny issue.

Kisumu County Assembly PIC/PAC Committee has separately met Kisumu County Education Fund officials and the management of KIWASCO on the issues flagged by the Auditor General on their financial statements for the year ended 30th June, 2021.

In the company of officials from the Office of the Auditor General, the Committee met Education Fund Administrator and the Managing Director of KIWASCO to shed light on the audit issues.

The meeting reviewed performance of the KCIDP II (2017 – 2022) and KADP FY 2022/2023 and the challenges encountered.

They further discussed KCIDP III and examined and recommended revenue raising strategies for funding of the county development plan.

ASSEMBLY CONDUCTS PUBLIC PARTICIPATION ON PROPOSED KISUMU COUNTY BUDGET ESTIMATES FY 2023/2024

Kisumu County Assembly has today Tuesday 6th June, 2023 successfully conducted public participation on the Kisumu County proposed Budget Estimates FY 2023/2024 in all the sub counties.

Hundreds of Kisumu residents and civil society organizations turned up at various gazetted venues across the seven sub counties to give their views on the budget proposals.

Hon. Members of the County Assembly led the process in their sub counties as staff offered technical support.

Budget and Appropriations Committee Chairperson Hon. Joachim Oketch led Hon. Members from Kisumu Central Sub County in the public participation exercise conducted at Mama Grace Onyango Social Hall.

Clerk of the Assembly Mr. Owen Ojuok supervised the activity at Pap- Onditi Hall, Nyakach Sub County as he underscored the importance of public participation.

We wish to thank those who turned up for the exercise and assure them that their views will be factored in the report to be tabled in the House for consideration.

Kisumu County Executive Committee Member in charge of Agriculture, Livestock and Fisheries Hon. Kenneth Onyango, accompanied by his senior technical officers today appeared before House Budget and Appropriations Committee to discuss the sector plans and proposed Budget estimates FY 2023/2024 for the Department.

They reviewed the sector performance as contained in the Kisumu County Integrated Development Plan – KCIDP II (2017 – 2022) and Kisumu Annual Development Plan (KADP) FY 2022/2023 and the challenges encountered.

The Committee also interrogated the departmental plans, priorities and strategies in the KCIDP III (2023 -2027) and KADP FY 2023/2024.

The meeting further examined and recommended revenue raising strategies for funding of the sector plans.
