ASSEMBLY COMMITTEE TO CHAMPION FOR DISABILITY-INCLUSIVE SOCIETY

A section of Hon. Members of Kisumu County Assembly led by the Speaker Hon. Elisha Oraro, under the auspice of Sexual Reproductive Health and Rights Champions, was today hosted by Cheshire Disability Services to deliberate on improving life prospects of persons with disabilities.

The objective of the meeting was ‘social accountability to effectively engage in the budget making process and make informed decisions related to intersectionality, sexual reproductive health and rights.

It also focused on creating safe space for Children and Youths living with disabilities through championing for a disability-inclusive society by having it mainstreamed in the Kisumu County Integrated Development Plan (CIDP)III, Kisumu County Annual Development Plan (ADP) FY 2023/2024 and in the annual budget estimates.

In a bid to ensure persons with disabilities are respected and empowered to develop to their full potential and to lead a quality and dignified life, the two parties expressed commitment to the worthy cause.

CECMs APPEAR BEFORE HOUSE SECTORAL COMMITTEES ON COUNTY DEVELOPMENT PLANS, BUDGET ESTIMATES

Kisumu County Executive Committee Members, accompanied by their senior technical officers today appeared before respective House Sectoral Committees to deliberate on the County Development Plans and the Budget estimates.They reviewed the sector performance of the Kisumu County Integrated Development Plan – KCIDP II (2017 – 2022) and Kisumu Annual Development Plan (KADP) FY 2022/2023 and the challenges encountered. The Sectoral Committees also interrogated the respective departmental plans, priorities and strategies in the KCIDP III (2023 -2027) and KADP FY 2023/2024.The meetings further examined the effectiveness of the implementation plan/matrix of the proposed KICDP III, KADP FY2023/2024 and recommended revenue raising strategies by the sectors for realization of the plans in the legislative documents.

The Senate Standing Committee on Health today visited the County Assembly of Kisumu during their working tour of the Referal Hospitals in the region. The Committee Chaired by Uasin Gishu Senator Jackson Mandago paid a courtesy call on the Speaker Hon. Elisha Oraro and later held a meeting with the host’s Committee on Health, chaired by Hon. Vincent Jagongo.They deliberated on state of healthcare provision in Kisumu County and agreed on a working formula to resolve challenges and improve healthcare provision in Kisumu County.

House Sectoral Committee Members yesterday gathered to finalize the report on vetting of nominees to the position of Chief Officers. Speaker Hon. Elisha Oraro urged the Committees to be diligent to ensure Kisumu County gets qualified Chief Officers who can deliver on their mandate.“The future of the county depends on the decision you are about to make. If you a make wrong decision by approving an officer who is not suitably qualified, then the department will not efficiently deliver the much need services,” he stated.“If you approve an officer whose integrity is in question then know that you will be the first people to raise issues of corruption. You now have an opportunity to do justice to the county,” he added.The report on the vetting of the nominees, once completed by respective sectoral committees, shall be tabled in the House for consideration.

Kisumu County Assembly Performance Management Committee members today held a meeting to draw a roadmap for implementation of performance management in the Assembly.External Board Member Mr. Noel Olweny who has been tasked by the County Assembly Service Board to coordinate the process underscored the importance of the exercise in helping the Assembly to realize its set goals.The Assembly plans to roll out performance management in July, 2023 in a move aimed to ensure staff meet set targets hence efficient and improved service delivery.

3. Mr. Victor Ndereba Kanyaura – Lands, Physical Planning, Housing and Urban Development

4. Mr. Francis Okoth Asunah – Water, Environment, Natural Resources and Climate Change

5. Dr. Ojwang’ Lusi – Medical Services, Public Health and Sanitation

EACC HOLDS MEETING WITH ASSEMBLY ON CORRUPTION PREVENTION

Kisumu County Assembly today played host to a delegation from the Ethics and Anti-Corruption Commission (EACC) who visited to monitor the implementation of the Kisumu County Assembly corruption risk assessment report, 2018. The team led by the Deputy Director Corruption Prevention Department Ms. Neema Mkorori, OGW and Western Regional Manager Mr. Abraham Kemboi were received by the Speaker Hon. Elisha Oraro, Clerk Mr. Owen Ojuok and members of the Assembly Service Board.During an entry meeting, the visitors commended the efforts the Assembly has made to cure some of the issues raised in the 2018 report. EACC technical team on crime prevention will pitch tent at the Assembly for one week to do follow up on the implementation of the report and will be meeting various Departmental heads to monitor the progress.Hon. Oraro and Mr. Ojuok welcomed the visitors and assured them of maximum cooperation from the Assembly in a joint bid to prevent corruption.

Oraro hailed the management of the bank for the milestone and thanked them for investing in Kisumu.”The legislations we have passed on trade and investment have made it easy to do business in Kisumu. As an Assembly, we will continue to make laws that are business friendly to buttress the Governor’s dream of making Kisumu an economic hub in this region,” he said.

Kisumu County Assembly Speaker Hon. Elisha Oraro has today rallied Hon. Members of the County Assembly to double their effort on service delivery for the Assembly to realize its mandate of legislation, representation and oversight.He emphasized on peaceful coexistence as he urged the MCAs to focus on issues that unite the House.“I believe that you are now more rejuvenated and ready to face the huge task ahead of you in this second session in a more comprehensive and engaging manner. “We have now come of age. We have reached the norming stage so that we can effective perform. Let us not go back to the storming stage,” he reiterated.The Speaker also thanked various House Committees which turned up for various assignments during the break that started on December 2nd, 2022 and challenged Members to continue putting the Executive into check.“We applaud your commitment and we know that your committee reports for all the activities undertaken during the recess period are ready and shall find their way in the floor of this House,” he stated. “I encourage members to enhance their oversight antennae and continue submitting motions and statement requests even as they push through with their representation duties,” he added.

HEALTH COMMITTEE STUDY TOUR AT KENYATTA NATIONAL HOSPITAL

In a bid to improve Emergency and Disaster responses within Kisumu County hospitals, the Assembly’s Committee of Health, Housing and Sanitation visited Kenyatta National Hospital to borrow some best practices.The Committee chaired by North West Kisumu Ward Representative Hon. Vincent Jagongo toured Emergency and Disaster units and held discussions with the management of the facility on disaster and emergency responses.The Committee shall compile a report on its study tour and recommend to the Executive necessary measures to improve emergency and disaster responses in county’s health facilities.
